Ask what the New Jersey number actually measures

Before using an “NJ average,” look for four things: the observation period, the pets counted, the coverage category and the calculation method. A quote sample, premiums paid by existing policyholders and a single insurer’s customer average are different measurements.

The table does not supply enough transparent period and weighting detail to treat that range here as the present market-wide NJ average. We have therefore not republished it as a current benchmark or converted it into a promise for your pet.

The NJ Department of Banking and Insurance’s pet-health directory lists issuers and programs. It is useful for understanding the marketplace, but it is not a premium dataset. Counting its entries cannot supply the missing price observations, policyholder weights or coverage mix.

One directory entry is not one independent price

The NJDOBI directory lists Pets Best under both American Pet Insurance Company and Independence American Insurance Company. It lists Fetch under both AXIS Insurance Company and XL Specialty Insurance Company. Those are meaningful issuer/program relationships, but four listed relationships are not four prices available to your pet.

Build the price record from actual offers. Keep the program, legal issuer, policy form, pet inputs, selected benefits, payment schedule and quote reference together. If two routes reproduce the same offer, count it once when summarizing the options you sampled. If they differ in contract or selections, preserve the difference rather than merging them merely because the logo matches.

Do not fill a missing offer with zero dollars. An unavailable product, an unfinished quote and a declined application are not free insurance. Mark them unavailable or unpriced and leave them outside a calculation of the prices you could actually pay. Record the number of usable offers separately from the number of websites or directory entries checked.

Label it “my sampled offers.” The cheapest three providers you happened to find are not a random sample of New Jersey policies, and two sales routes to one product should not silently receive twice the statistical weight.

A useful cost conclusion can therefore be modest and precise: these are the current offers available to my pet, these benefits differ, and this is the total I would pay for each. That answers a household decision without inventing a statewide average.
